In Ireland, will babies of lesbian couples have two mothers?

Yesterday, the Irish government agreed to introduce a bill allowing both women in a lesbian couple to appear on the birth certificate of a baby conceived through sperm donation. According to current legislation, only the woman who carries the child and gives birth is actually named on the certificate. This bill has been put forward by Regina Doherty, the Minister for Employment Affairs and Social Protection, and will be presented to the Dáil[1] in the coming weeks. It only concerns women. Male couples using surrogacy are excluded.
